version 2.1.0 of lyx is released for a little while nowm are there plans for
2.1.0 packages, or is this held up by what i read on the pts about lyx wanting
a new maintainer?

yes there is not yet a new maintainer for the Debian LyX package.
I've uploaded LyX 2.1.2 to unstable without giving much love to the
package but it should work. Please test it.
