I can't reproduce the error in 0.97-1 version of grub
:~# grub-install --grub-shell="grub --read-only" /dev/fd0
grub: Not found.
since grub is not a filename changed to
:~# grub-install --grub-shell="/sbin/grub --read-only" /dev/fd0
/dev/fd0 does not have any corresponding BIOS drive.
so it reads --read-only as supposed.
I'm closing this bug then, fell free to reopen it if you disagree.
