Since smartlist requires the 'list' user to function, why don't use debconf
to ask if the user should be added durring install if it doesn't exist already?

Because, contrary to other packages which create a specific user on
demand, smartlist has a static UID assigned and it's guaranteed by the
base-passwd program (which is essential) to be present on every Debian system.
