There are two issues actually.

1. The dependencies needed for the sample app is not installed

so when I run

rails new something

It can't find, jquery-rails, coffee-rails, uglifier  and sass-rails.

I think ruby-jquery-rails, ruby-coffee-rails and ruby-sass-rails,
ruby-uglifier should be a dependency of rails3 package.

2. ruby-arel is not compatible with rails3.

If we are focusing on rails4, we can focus on that and leave it,
otherwise we should have 2 versions of arel to be able to create a
sample ruby app.
