The package is uninstallable, because it depends on libjpeg62 >= 6b1-1
This is provided only by old libjpeg62:i386 (Bill Allombert) on version
6b1-3+deb7u1 but can not be achieved by new libjpeg62-turbo:i386 (Ondřej Surý)
on version 1:1.3.1-11 which Provides libjpeg62
As a result, aptitude refuses to install ia32-libs-i386 even if
libjpeg62-turbo:i386 is installed. Installing libjpeg62:i386 (Allombert) is not
an option because it conflicts with libjpeg62-turbo (Surý) installed on main
amd64 userland as a dependence of e.g. libcupsfilters1 .

I think you're mixing up two releases here.
ia2-libs 1:0.4 is only in Debian Wheezy. It has been removed from Debian
Jessie.
libjpeg62 >= 6b1-1 is available in Wheezy, so the package is installable.
libjpeg62-turbo is only available from Jessie, where ia32-libs is not
present.

situation:
