I am only speculating on what irssi actually does, but when I type
^Z in irssi, it clears the screen and stops itself, even when not under
job control.

example:

   rxvt -e irssi-text

   ^Z now leads to an empty screen, and one has to kill -CONT it from
   another window.

doing this with any other job-control-aware client (e.g. vim) doesn't
result in it being stopped on ^Z (because there is no job control active).

When running under a job-control shell (e.g. bash), both vim and
irssi-text work as expected, only when not job-controlled, irssi
(wrongly) stops itself, so I think job-control is not implemented
correctly.

(If questions on what could be wrong arise, I can dig out my books and try
to hunt down the bug, but maybe the maintainer knows immediately what's
wrong ;)
