When debian/rules is not present and debhelper is in build-deps, please
have dpkg-buildpackage run dh $target instead of debian/rules $target.
For some packages, debian/rules is now pointless boilerplate that could
be removed if dpkg-buildpackage were to do this.

While I think debdry is a nice prototype to show where we could get
to or an interim solution to reduce work, I do think the above is the
ideal way to go in the future.
