Apparently isc-dhcp-server crashes at big time jumps.  I have an ARM
host where time is reset at boot, so I run openntpd with -s option to
force set time during bootup.

...but then isc-dhcp-server crashes.

Please have the service start after time service if that is available,
like this in /etc/init.d/isc-dhcp-server:

  Should-Start:      $local_fs slapd $named $time

Ignore that - it was not time jump causing the crash after all, but bad 
interaction with netplug.
