This package depends on passwd and a rough analysis shows that this
was motivated by the use of add-shell and/or remove-shell in its
maintainer scripts.

In passwd version 4.0.13-1, these utilities have been moved to
debianutils (version 2.15).

As a consequence, the dependency on passwd should be either removed
or, more carefully, changed to something like:

Depends: ... passwd (<< 4.0.13-1) | debianutils (>= 2.15) ...


Doing so shouldn't prevent your package to enter testing even if one
of the above packages has problems entering it.
