While working on the "reproducible builds" effort [1], we have noticed
that base-passwd could not be built reproducibly.
The attached patch set LC_ALL to C.UTF-8 for build the txt
documentation. Once applied, base-passwd can be built reproducibly in
our current experimental framework.
