For a long time the package has included database files which are
modified by the server in /etc/ircd-hybrid, which goes against the
notion of /etc being a read-only repository of configuration data.
/etc/ircd-hybrid/*.db should be moved to somehere in /var/lib, and
/etc/ircd-hybrid and the remaining configuration files should be made
unwriteable by the irc user.
