In a freshly installed Gnome, enabling auto-login, and setting your keyboard
layout to other than USA it reverts back to USA after each reboot.
It can be fixed by:
"The keyboard layout issue is solved by temporarily turning off auto login, on
GDM login screen select the desired layout, and then it will stick even if you
turn auto login back on."
