IIRC, NTPL are not available on Debian because of gcc-3.3.
Please rebuild with gcc-3.4 to enable it.
I know gcc-3.4 is not default, but i often see amd64 packages built
with 3.4 because of troubles with 3.3.

it has nothing to do with the kernel, but rather with glibc anyway.
