postgis (2.1.8+dfsg-5) is not available in Debian yet, it looks like you're using pgApt for which the Debian BTS is not the correct place to report issues (despite the pgApt wiki suggesting this).

The [email protected] mailing list is much more appropriate.

If you use the official Debian packages instead of a 3rd party repository, you get the packages with the correct dependencies, postgis (2.1.8+dfsg-4) in Debian depends on:

 libgdal1i (>= 1.9.0)
 libgeos-c1v5 (>= 3.4.2)
 libproj9 (>= 4.8.0)
