I have installed imp/horde, and I also have an area of my server with a
.htaccess file containing:
RewriteEngine On
RewriteBase /~shaslam/test/
php3_include_path
/home/shaslam/public_html:/home/shaslam/public_html/genginesync
Now, if I have been viewing IMP pages, and then I go to
/~shaslam/test/test.php (which just contains "<?php phpinfo() ?>") then I get
Fatal error: Failed opening required 'db_pgsql.inc' in /etc/horde/prepend.php3
on line 16
I am led to assume that this means it has got the HORDE php3_auto_prepend
configuration somehow.
However, this configuration is specified as:

php3_include_path /etc/horde:/usr/lib/phplib

Further, if I've only looked at a few pages, then I only intermittently get
the error, leading me to believe that some server processes have processed
this configuration and are keeping it, whereas the "virgin" processes are
working fine- if I do an "apachectl restart", everything works fine until
I look at IMP pages again.
So there is a problem with one of : apache, php3, horde. If the error were
in apache, I think it would be more widespread. Horde's configuration block
above looks good to me, so I'm left thinking that php3 is not handling the
configuration merging quite right...

php3 has been removed from Debian unstable/testing, because it's superseded
by php4 and php5. Please see #330656 for more information.
This bug does not apply to php4 or php5, so I'm closing it now.
