recently installed sparky on asus, believe it recognised webcam at install -
light came on anyway. hadn't tried to use it, until i tried to use skype
installer - that failed, so installed direct from skype then with gdebi. can
message / voice, no video. installed ucv. v4lutils, says no such file / folder
/dev/video0. created file. just an empty file though. will try a live version
later to see if it could be something i have done since installing and updating
several times and more packages ( and removing, but not always using purge).
will check online too whilst i still can, will be offline after tomorrow
morning for a week.

You are reporting the issue to Debian and not to the Sparky distribution
Which inhibits me from reassigning this bug to the kernel package, as I don't
know if the sparky distrubution uses the "pristine" Debian kernel or if it was
tweaked in any way.
I'm closing the bug as the problem is unrelated to the v4l-conf, which can
be safely uninstalled.

It could be valuable to show the output of lshw and/or hdmidecode, the output
of your lsusb in the follow up mail won't list the webcam, so either the
output is incomplete or your webcam is not showing up as an extra usb device,
which is weird, at the least. You also suggest that it could be a disconnected
cable, and that could be true, you might know better if the laptop was
disassembled or something to suggest that.
In any case, it seems that it would be better if you try to ask for support in
in a sparky specific support channel, if that fails, you might ask in
#debian-next (irc.debian.org).
