under preferences, there is an option to get the IP address from the
server, it mentions doing a /whois on yourself to see the real address.

This works fine most of the time, but when I have a VPN open, say to work
and also connect to an IRC server across that link... things breakdown.

Apparently xchat saves the last the ip instead of querying the connected
server the dcc would go through - this means things break badly and I can
only dcc to the last network connected to.

I also have this exact problem at work (as do many, I'd wager) in that
my work routes internet requests through a PIX firewall - which does NAT
to hide my internal address... but, I also connect to internal IRC servers

To work reliably, xchat probably needs to actually do a /whois to the server
the dcc request is going through.
