when using apt-zip-inst -s -m /cdrom
I encountered repeatedly

etc. halting the dist-upgrade each time.  this makes me guess that you
have only tested this on ReadWrite media and not a CDR. yes i have -s
there, but that probably isn't the problem.

if this is an apt-get problem, please report it to them.
