E.g.,
/usr/share/doc/scim/changelog.Debian.gz
was not read today by it.
Looking further
debdiff scim_1.4.14-5+b1_i386.deb scim_1.4.14-5_i386.deb
says

Files in first .deb but not in second

So maybe that has something to do with it.
Or maybe that matches the older content anyway.

apt-listchanges started to read this file in 2.85.12, the appropriate
changelog entry is:
* Handle new format of binNMUs; thanks to Thorsten Glaser for the
