dh-elpa-test will try to run the upstream testsuites for ELPA packages
prepared with dh_elpa. For ELPA packages, dh_auto_test alone is rarely

Discussion in #debian-emacs has led to the conclusion that this work
should be in src:dh-elpa. Not sure yet whether to have one clever or
two less clever sequencer scripts.
