There is a circular dependency between request-tracker4 and rt4-fcgi:

rt4-fcgi :Depends: request-tracker4
Circular dependencies are known to cause problems
during upgrade between stable releases, so we should try to avoid them.
In this case, I do not think rt4-fcgi actually need to depend on
request-tracker4.
