As seen in the i386 builds on https://tests.reproducible-builds.org/perl
this package embeds 'machine name' (uname -m) information in at least
$Config{myarchname} and $Config{myuname}. This makes the build result
differ between systems with the same 32-bit userland but a 32-bit
vs. 64-bit kernel.

We do quite a bit of twiddling in this area in debian/config.over, looks
like that needs a bit more work.
