Hello,

After updating to opendnssec 1.4.8.2, ods-enforcerd fails to
start with the following message:

    ERROR: database version number incompatible with software; require 4, found 
3. Please run the migration scripts

(I'm not using the standard init files, but starting it with
/usr/sbin/ods-enforcerd -d manually in case that makes a
difference.)

In the upstream source tarball there's a migration "script"
available migrate_1_4_8.sqlite3 (in enforcer/utils) which works
fine:

    sqlite3 /var/lib/opendnssec/kasp.db < migrate_1_4_8.sqlite3

But this file is missing in the debian package. A NEWS entry
might be a good idea as well.
