You might recall the debate on debian-webapps about whether or not we
should really install package.xml with --nodeps. Someone argued that
installing with dependency checking would raise a red flag when a new
dependency was added without the packager noticing.

The recent announcement about the NEW queue contains the following:

   " b.) Do this only in a special target in debian/rules that is NEVER
   called automagically. So you can check what it did before you start
   the real build."

The context isn't that interesting, but the idea of having a special
target that could be manually called to check dependencies seems
potentially valuable. I'm not sure how this could be integrated with
pbuilder, but I thought it is something to at least consider.
