Building Flatpak depends on libdwarf-dev currently but Flatpak uses only
the dwarf.h header which is also provided by libdw-dev.

This bug serves to clarify which of the libraries should be used. Is there
an advantage of using one over the other? libdw on jessie seems to be more
recent than libdwarf but both have recent releases in sid.
