There is no longer a libprocps4-dev package in testing or
unstable. The development package is now just libprocps-dev.

The current Build-Depends sort-of-works, but it confuses sbuild and
forces people to use --resolve-alternatives option. It would be better
to drop libprocps4-dev. as it's obsolete.

Patch follows.
