While bug XXXX can remove the password from the configuration, I was surprised
to see that the change of the configuration file was not asked via ucf to the
admin.

The behavior is correct. ucf checks if local changes are made AFTER
dbconfig-common generates the initial file. If no changes are found, it
replaces the old file with the contents of the new file.
