Hi!
While working on the "reproducible builds" effort [1], we have noticed
that aspell-en could not be built reproducibly.
Files and file contents are sorted differently depending on the locale.
The attached patch fixes this by setting LC_ALL (instead of LC_COLLATE)
to C.
