Hi,

>From the documentation, shorewall refresh appears to be intended to be a 
lighter version of restart, however unlike restart it always performs 
the compilation step, ignoring the AUTOMAKE option. In addition refresh

Hi Roger,

The AUTOMAKE option only influences the behavior of the start and
restart commands (Shorewall 4.x) or the start, reload, and restart
commands (Shorewall 5.x).  To my knowledge, AUTOMAKE has never had an
effect on the refresh command.  Since this is by design, I am closing
this bug report.
