Normally, tmpreapers stays on the same fs when cleaning up.  However,
this is not the case for bind mounts.  

Consider this scenario:  tmpreaper's running on /tmp, which has /etc
bind-mounted under /tmp/foo (no, that's not very common, nor very
smart, but it happened to me).  tmpreaper will happily also erase your
entire /etc.
