ERC has been included with Emacs since Emacs 22.1.  ERC is now
developed as part of Emacs.[*]

Users of ancient versions of Debian installed this "erc" package on
their systems.  This package is still part of Debian stable, testing,
and unstable, even today.  But this package causes a problem for users
of modern Emacs (e.g. emacs23-common or emacs24-common) who have not
removed the package:  it causes "M-x erc" to launch a five-year-old
version of ERC.

Maybe the ideal fix would be the one described in the final paragraph
of <http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=632142#36>.  Or
maybe not.  I'm not sure.
