install-mbr.c tries to read the "UTC" setting from /etc/default/rcS.
But this got moved to /etc/adjtime almost 4 years ago:

Since then this setting is determined by the third line in
/etc/adjtime ("UTC" or "LOCAL"), defaulting to "UTC" if not existing.
