After the changes in libgnupg-interface-perl and the fixes to the test
suite in 4.2.13-3 (see #839580), we are no longer testing this
functionality effectively. We should probably revert no_gpg_hardcoding.diff
and make sure we hardcode gpg1 at runtime so that the test suite and
runtime behaviour matches again.
