I'm observing this while packaging mailman.
dh_installdebconf inserts the following code into postrm:

. /usr/share/debconf/confmodule
db_purge
fi
# End automatically added section
causing a 'dpkg --purge mailman' to fail when db_purge returns
non-zero. Nonetheless db_purge has successfully removed all entries
owned by mailman so appending ' || true' seems to be in order.
