Even with -q, weather still prints the following lines on stdout:

Please don't print them when -q is specified; it makes it less convenient
to use the output.

I missed adding an entry for this in changelog.Debian for 2.3-1, but
the patch from this bug does appear in that upload (currently in
sid, targeted for inclusion in stretch).
