Reporting this from debian 8.7, the same applies to nautilus 3.22.3-1 in
debian 9.
This context menu is not overcrowded at all, and already having "New
folder" makes total sense to have also "New document".
It's just the purpouse of a graphical interface to be able to do simple
optionless actions, leaving the complex task to the command line.

Nautilus already has this feature, if you put a document in the
"Templates" folder.
