the CTTE [1] was asked in #741573 [2] to make a desicion which Desktop
menu system package maintainer should use.
Before there are two possibilities exists, the main menu file system
mainly used in GNOME and KDE and the Mime type based *.dekstop system.
TL'DR
In short, the CTTE decided that Debian will use only .desktop files and
exicting old menu based package should migrate to the former.
For more details about the descision please read the full bug report.
For Icedove we have done this switch in f3f545552aa and 797a2908a56 [3].
So I see no issue here and will close your report.
