Hello,
It seems someone took over upstream maintenance on GitHub:
https://github.com/mdadams/jasper
They also switched to CMake build system. I really think this package
should be updated as it adds support for JPEG 2000 files on OpenCV.
I made a quick n dirty update here, feel free to consider my changes as
being public domain if interested in:

Interesting.
Though that's too late for us. Now the package is already gone from the
archive, so it's going to need somebody to package AND maintain it in
the archive.
You could probably file a RFP bug for it (filing a bug againt a package
that is not in the archive anymore is not how you request a new package
to be introduced).
