On a system with dbndns, daemontools, and daemontools-run installed,
when upgrading from sysvinit to systemd, the changes to /etc/inittab are
not respected, so dnscache and tinydns did not start. In my case, this
left an entire local network without dns service.

I guess this ship has sailed given that we released jessie without such
a check. At this point it's rather pointless to add such a check I
guess. Thus closing this bug report.
Sorry this was not implemented in time.
