The sync script that we are now using pushes incremental updates to the
bugs mirror every time a file gets changed or moved to a new name.
Deletions are not pushed however.  To take care of these full rsync runs
are done every few hours.

The only time where removals are really significant are when moving bugs
from the set of active bugs to the archive.  If you could touch a flag
file that my script uses after arhival that would ensure that the new
state is quickly reflected on the mirrors.  Right now I'm listening for
spool/full-sync-please (and remove the file once done), but that can
easily be changed if you prefer a dirrent location and/or name.
