Justification: policy 8.2
libgrib-api0 includes data files in /usr/share/grib_api. That directory
is not versioned. After a soname bump, the new library package will thus
conflict with libgrib-api0. Such behaviour is forbidden by Debian Policy
section 8.2:
| If your package contains files whose names do not change with each
| change in the library shared object version, you must not put them in
| the shared library package.
The usual solution is to add a libgrib-api-data package containing them.
