Now unstable has had PHP 7.1 packages for about 6 months (info from
https://tracker.debian.org/pkg/php7.1), and while I can see it was
useful to hold off updating php-all-dev while we were in release
freeze, it would be really helpful to update php-all-dev now the
release has happened so that it's actually useful for its intended
purpose.

Yes, and Debian does support only PHP 7.0 as of this moment. Only one
PHP release is supported per release. It's going to be PHP 7.2+ for
buster.
