Bind 8 used to quickly fail a lookup if my ppp connection was down. Bind
9 just sits there for a while (more than a minute?) and finally times
out the lookup. This causes, e.g., the ntpdate init.d script to stall my
bootup process significantly while it waits for the DNS resolution to
fail. Also, sending mail when disconnected results in a similar
situation. It takes minutes just to get to the message-entry part of
'reportbug' for the same reason, too.

Is there some configuration directive to cause this behavior to be
reinstated? If so, why is it not enabled by default and not documented
in the README.Debian?

Hi,

the bind9 bug list grew too much and the Debian BIND team cannot
simply test all the reported bugs against versions not in stable, so
this is mass bug close, as either the version is no longer relevant
(because of old-old-stable 9.8.x or old-stable 9.9.5 or even older
version of bind9) or the bug was already fixed.

However, if you can reproduce the bug with a current version in stable,
please use Debian BTS 'found <bug> <version_you_reproduced_the_issue>'
command to retag the bug and reopen it.
