I am using a ru_RU.UTF-8 locale. Sometimes during the installation of packages 
dhelp (I hope it _is_ dhelp) outputs error messages like "Header 'Title' not 
found" (I'll post the exact message next time I encounter it) and as the 
result, dpkg fails to install package. However, if I start apt-get like 
"LC_ALL="C" apt-get -f install" the packages install without problems.
