Open vSwitch is not necessary to run Mininet. There are many use cases for Mininet without Open vSwitch. For example we are using it to orchestrate nodes running Click Modular Router or in-kernel IP forwarding (like in examples/linuxrouter.py).

Changing openvswitch-switch to Recommends instead Depends would allow us to build smaller VM images and avoid manual disabling of ovs daemons after installation. It would still be installed by default for most users who do not use additional --no-install-recommends flag.
