The attached patch modifies the weekly NM report to split out those NMs
who are *both* on hold *and* have an inactive AM from the list of NMs
who are on hold or have an inactive AM.
The reasoning for this is that these NMs/AMs should probably be treated
differently to the others due to the different situation.
Filing this bug so the patch does not get lost in the list archives.
