Hi,

Whilst working on the Reproducible Builds effort [0], we noticed
that bitseq could not be built reproducibly.

This is because it was missing a build-dependency on python-numpy
so the automatic help generation failed, included an error message
instead that contained the current (ie. varying) build path.
