Hey!

The new rpc-host-whitelist setting does not persist accross restart.
Transmission likes to rewrite its configuration file. When it happens
(on stop notably), the rpc-host-whitelist is written with an empty value
instead of the configured value.

To reproduce:

 - put a value for rpc-host-whitelist
 - stop transmission-daemon
 - check the value has disappeared

yes that's how it's meant to be: the settings file is only read at
startup and overwritten when the daemon stops with the in-memory
settings, which can be set from the daemon.
