There are no packages python-pandas-lib and python3-pandas-lib for the
Architecture armhf (i'm using
armbian stretch on orangepi zero).
I noticed that only these packages have "Architecture: any" set in
debian/control , whereas the
other packages build from the same pandas source package have "Architecture:
all".

As can be seen in the build logs [1], pandas failed to build on armhf
for many versions. It should be available in testing in a couple of days.
