I'm running zoneminder in raspberry pi 3 and it's consuming a lot of cpu (about
90%) when
no cameras are connected.
I found that the issue was reported and fixed in 1.30.2. Here is the report of
the fix:

Can you please update to that 1.30.2 or newer version?
